This is really not an uncommon thing among DCSE rank-and-file employees…Tracey’s been with DCSE since 2005, and Tracey’s first judgment appears to pre-date her employment…Tracey pays her debts…she just has to be sued to do it.

Oops…I forget her stupid little traffic ticket…failed to appear so she was tried in her absence and poof! $99 fine!

Her homeowners association appears to have sued her in Frederick County District Court…that case was dismissed when she paid them…she makes $33,084/year.

Mary P. Breathewaite appears to be the truest form of deadbeat…she appears to enjoy accumulating debts, then seeks relief from the local bankruptcy judges. Breathwaite’s been with the Division of Child Support Enforcement since about 1996…and during that time, she’s had at least THREE bankruptcy filings…apparently, she runs up the bills and then declares bankruptcy before anyone even sues her…and she only runs up a little over $10,000 each time…

Mugshot….Winchester DCSE Manager, Holly Parker aka Holly Rogers

This is the mugshot produced when the Manager of the Winchester Office of the Division of Child Support Enforcement, Holly Parker, aka Holly Rogers, was arrested for domestic assault and battery and for being drunk in public….something to do with repeated slamming the fingers of her husband in a door…

Parker’s charges were, eventually, dropped in the JDR Courts where Parker and her subordinates regularly practice law in their attempts to jail non-custodial parents by one of the same judges that she and her subordinates appear before — certainly no conflict of interest there!

Parker has been a DCSE employee since 2003, and as a Program Administrative Manager III, she receives $71,555 of taxpayer dollars, annually.
